Salvadori was born in June 16, 1908 in London, England to Guglielmo dei Conti Salvadori-Paleotti and Giacinta Galleti di Cadihac and grew up in Italy. Between 1924 and 1929 he lived in exile in Switzerland where he earned a Licence es Sciences Sociales at the University of Geneva. Returning to Italy he attended the University of Rome (Doctorate of Political Sciences, 1930) and participated in organizing against Mussolini.
